What you probably saw was an RF-4C (notice that it's a C and not a B--USAF, not USN). There are several active squadrons of recce F-4s in various ANGs. I saw them at Cannon when I was in Reno, so the Nevada ANG flies them. As a general rule, aircraft are always maintained by the service that owns them, even if more than one service flies the aircraft. This is because they fly different models, which sometimes share little more than loft lines.
