Wasn't the C-16 designator used for the Boeing (?) entry in the C-X competiton, which was won by McDonnell Douglas with the C-17? Even if I've got this right, it doesn't mean the designator didn't get resued, since no metal was ever cut on the C-16. Northrop has published a design of a stealthy VTOL delta-winged cargo craft, with eight lift fans/jets in the wing roots.
