Subject: Interesting SR (err ... TR)-71 article in AW&ST this week!

I neglected to bring my AW&ST with me this today, but there is a
rather interesting piece in there about the reactivation of the
blackbird.

 Also further mention that Tier 3- is to rollout soon. Seems like
that is pretty close to plan, without having the details in front
of me.

If nobody else summarizes sooner, I'll summarize and post tomorrow.
