AW&ST interviewed Defense Dept. Comptroller John Hamre regarding SAPs. Following the emergence of the F-117, A-12, B-2 and Tri-Service Standoff Attack Missile, Hamre said: "We have dramatically fewer acquisition programs that are in Special Access." "Those programs were probably 85% of all the Special Access stuff." What is left are "things that just the existence alone constitutes a valid security concern." He indicated that there are only a few major programs left. The rest of what is left are pieces of programs, such as stealth aspects of the F-22.
