That is the way they were doing the F-22, but then changed their minds. I don't claim to be an expert on serial number assignment policy, but based on my experience with how weapon designations are assigned believe it would be folly to believe that there is a rational and consistent policy applied. It probably has much more to do with the whims of the general running a given program. I've given up trying to fit this stuff into a pattern I just try to keep up with what 'IS'.
